The leader of all the Shadow Guilds, the Ceta Consortium is gone, wiped out in a single night, without warning or witnesses. Their empire of control, secrecy, and soft-handed rule has vanished, leaving behind only rumors and blood. Now, the city of Lumina stands on the edge of something new... and something dangerous. Shadow Guilds is a system-agnostic tabletop campaign setting built for fantasy games that blur the line between ambition and morality. Set in a bustling metropolis of vice, corruption, and uneasy power, it invites players to step into the roles of underworld mafiosos, trying to make their mark—or just survive the fallout. Inside, you’ll find everything you need to run a campaign focused on gang politics, black-market enterprise, and the slow scramble toward power in a world that rewards the bold and punishes the careless. You’ll build a crew, carve out territory, and navigate a world where magic is outlawed, alliances are temporary, and opportunity lurks behind every closed door. This is not a story of chosen heroes or grand prophecies. It’s a story of clever rogues, ruthless enforcers, and ambitious criminals rising into the vacuum left by the old guard. The game leans into roleplay, style, and smart decision-making—but it doesn’t shy away from trouble when it finds you. Start small. Lie often. Watch your back. Shadow Guilds is a system-neutral campaign setting designed to drop into any fantasy world where criminal syndicates thrive in the shadows of power. Whether you're running a long-form campaign, a gritty one-shot, or threading a criminal conspiracy into your existing world, this guide provides the building blocks for a dangerous, decadent underworld full of secrets, turf wars, and moral gray areas. This setting assumes a single sprawling metropolis, where various criminal guilds operate openly or in secret. It leans into noir fantasy, urban intrigue, prohibition, and the uncomfortable alliances forged when justice fails.
Constant attacks have been carried out in the forest region near Holyrock. The small town of Taveiro Village was raided by a group of Goblins that are plundering the agricultural region near the city. The mayor of the city is hiring adventurers to discover and eliminate this band of Goblins. It offers a big reward, in addition to allowing the booty found with these beings to own the heroes. Are you ready for the challenge? ” Goblins Lair is a “One Shot” style adventure, one that you can play in an afternoon or fit into your larger campaign. Throughout the course of a campaign there are some sessions when you just don’t have enough players and need a “side trek” to salvage the day. While many times it’s a throw away session this adventure brings in the underused festival experience. From royalty to commoners everyone likes a good break from the daily grind. This packet lays out a basic festival experience with vendor options and actors. While no “adventure” is present it provides a good base with which to work with. In one of the Filbar Campaigns this festival gave the PCs an opportunity to come face to face with one of the nemeses without knowing until it was over. It also gave them rumors from the carnival staff of the location of a much sought after item. Just two of the possibilities for a successful one-shot adventure!

The small town of East Crystal Shores sits opposite the lake where Zombie Curse occurred. If the party participated in that adventure and the Crypt of Kendal Furfoot they will be quite familiar with the area. In the Filbar campaign this area was used as a go between for different adventures. This offering allows a safe haven for the party while still being close enough to excitement. Several small encounters are available just outside of town.
Trouble Cubed is a is a pseudo-adventure with three interesting gelatinous cube encounters. These three encounters are structured in a way that they can be used together as one adventure, or each individually dropped into any adventure from EL5 to 7. The encounters vary the cube's encounter situation significantly, and the tactics needed to deal with them, such as by trapping a character with a portcullis between a cube and a pit trap, placing a cube half down a pit trap, and having the cube accidentally ingest a beneficial potion (such as spider climb). Pgs. 29-30

Unmerciful is a detective scenario that focuses on roleplay and investigation. It is an event based quest, meaning that things will happen with or without PCs interaction. The DM receives a list with all the murders and details about them, a list of NPCs that are relevant to the case and how, and one of the ways players could track the killer down. A party of any level can be challanged with this scenario and it can be played in any (low) fantasy setting. Adventure Synopsis: The players are hired to find out who has brutally killed Father Marius. After inspecting the murder scene, players can be sure that killer is driven with revenge and that this is only the first murder. Good old detective work brings them closer to the killer, but also to the fact that everything isn’t like it seems. As the body count rises, players must decide whom to aid in the final confrontation, the Church or the Punisher. Published by: Adventurer's Inn
Home to a variety of merchants, malcontents, and adventures this city has something for everyone. A group favorite for one-shot adventures my players all enjoy a visit to this city located in the Principality of Lockerbie. This city has a both generalized encounters and open challenges for any numbers of players. The open challenges (City adventure hooks) have been left to assign challenge ratings depending upon the characters encountering the issue. The vast sprawl of the city gives the players a multitude of businesses to shop in but gives the DM the flexibility to make it “fit” their campaign. I hope your characters enjoy Kettlespit as much as mine do!
Penchant for Adventure – 4 is the solo adventure for a 4th level character. This scenario can be used for the PC to obtain a ‘special’ item that they want. Originally used for a paladin to get his warhorse, the adventure can be tailored to suit the needs/wants of a specific PC. Like all the Penchant for Adventure settings the adventure takes place around the small community of Penchant. Not all of the businesses are in focus for the adventure although details can be feathered in as you need.
